You should already be in receipt of information on the upcoming Chaplain Corps Region Staff College, but I wanted to send you an additional reminder and encourage as good attendance from the PA Chaplain Corps as possible.  I plan to attend, myself, but still have not been able to finalize my work schedule.

If you plan to attend, please be sure to register by 8 May.  Perhaps some of us can ride together, or some of you might like to ride with me.  Let me know ASAP.

A Few Important Updates for the Chaplain Corps

First, I pray that each of you has been able to spend some time with friends and family during this Holiday Season.  I know it is about the only time that some of us get to be with loved ones from whom we are separated for most of the year.

It has been a challenging year for me, health wise, but a new doctor and a different course of treatment has begun to bring about some improvements.  Thank you for keeping me in your prayers.  The church here at Summerville has been very patient with me as I try to keep up with the work and deal with health issues as well.  I am very thankful that the Lord saw fit to bring me to such a wonderful congregation.

I have been remiss in keeping up contact with all of you, and for that I ask your pardon.  I will do my best to stay in better contact, and believe I can do so, as my health continues to improve.

Please make an effort to complete your Chaplain Statistical Reports online, from your eServices module, as soon as you can.  Reporting is mandatory for all chaplain corps personnel, whether active or not.  If you have no activity to report, National HQ still requires that you submit the online CAPF 34.  If you have questions, please let me know.

At some point, according to our Region Chaplain, NHQ will begin transferring non-reporting chaplains and CDIs to the 000 squadron, where they will remain until they become compliant with reporting requirements.  Chaplain corps personnel who have been assigned to the 000 squadron cannot perform unit duties until they are placed back on the active roll of their unit.

I will do anything that I can to be of assistance to you.  Please feel free to contact me.

I pray that you will have a safe and enjoyable New Year's Eve, and that 2013 will be a blessed year for all of you!

Two Important Chaplain Corps Updates

Dear Chaplains and CDIs,

My apologies for getting this update and reminder out to you so late.  Like many of you, I've had a very busy spring, and activity is continues to increase as summer nears.

Please note that Chaplain Corps Statistical Reports (CAPF 34) are due by the end of the month.  CAPR 265-1 requires that all active and inactive chaplains submit reports semi-annually, by no later than 5 Jan and 5 Jul, respectively.  The online reporting system is up and running, and can be found on your eServices home page in the right hand column.  Data entry is simple and straight forward, and will take a minimal amount of time to complete.  Remember to submit the form when you reach the end of the page and print a hard copy for you records.

National HC Ellis has directed that the chaplain corps use the online reporting system beginning with this reporting period.

Second, all submissions of chaplain and CDI applications bust be on the new forms (CAPF 35 & 35A) downloadable at http://members.gocivilairpatrol.com/forms_publications__regulations/forms/ .

A few thoughts on Memorial Day

Thank You! to all our military veterans who continue to serve their country in the Civil Air Patrol, and to every CAP member who selflessly gives of time, talent, and effort, to be Always Vigilant.

As we are reminded by H.R. 719, introduced in Congress on 15 Feb 12 to award a Congressional Gold Medal to the World War II members of the Civil Air Patrol, CAP members who never served on active duty in a branch of military service also put their lives on the line.  Coastal submarine patrols accounted for 26 fatalities and 7 serious injuries.  The CAP lost 64 lives and 150 aircraft in service during WW II.

CAP members, veteran and non veteran, continue to put their lives on the line every day, being Always Vigilant for the safety and well being of community, state, and nation.  You are truly the quiet servants who offer so much, so often, and ask for so little in return.  I've learned that at least one reason that the CAP continues to be the "best kept secret" in the USA, is due to the humble, servant attitudes of many of its members.  You do what you do, not for praise or pay but, for the simple joy of service.

A few thoughts on Memorial Day

General John Logan, national commander of the Grand Army of the Republic, proclaimed a special day to decorate graves of fallen union and Confederate soldiers at Arlington National Cemetery, in General Order No. 11, 5 May 1868, to be first observed on 30 May 1868. The first state to officially recognize the holiday was New York in 1873. It gradually took hold across the North, and a little later in the South, where the former Confederate States were slow to accept it.

I can remember when I was a youth, asking my parents what happened to "Decoration Day" the first time we did not observe it on 30 May.  Being young, and not terribly interested in news or politics, I had missed the changing of the official name by Federal law. On June 28, 1968, as part of the "uniform Holiday Act", Congress moved four holidays, including Memorial Day, from their traditional dates to a specified Monday in order to create three-day weekends. Since then, Memorial Day has been observed on the last Monday in May, rather than on its traditional date of 30 May 30.

If you take the time to attend Memorial Day events, you'll probably notice that attendance declines a little bit more every year.  The more we lose touch with our heritage and history as a nation, the more we can expect days such as Memorial Day to be no more than another three day weekend to kick off the summer vacation season, rather than a time to remember those who literally placed their bodies between us and our enemies.

To help re-educate and remind Americans of the true meaning of Memorial Day, the "National Day of Remembrance" resolution was passed on Dec 2000 which asks that at 3 p.m. local time, for all Americans "To voluntarily and informally observe in their own way a Moment of remembrance and respect, pausing from whatever they are doing for a moment of silence or listening to 'Taps." In 1915, inspired by the poem 'In Flanders Fields" Moina Michael replied with her own poem:

We cherish too, the Poppy red
That grows on fields where valor led,
It seems to signal to the skies
That blood of heroes never dies.

She then conceived of an idea to wear red poppies on Memorial day in honor of those who died serving the nation during war. She was the first to wear one, and sold poppies to her friends and co-workers with the money going to benefit servicemen in need. Later a Madam Guerin from France was visiting the United States and learned of this new custom started by Ms.Michael and when she returned to France, made artificial red poppies to raise money for war orphaned children and widowed women. This tradition spread to other countries. In 1921, the Franco-American Children's League sold poppies nationally to benefit war orphans of France and Belgium. The League disbanded a year later and Madam Guerin approached the VFW for help. Shortly before Memorial Day in 1922 the VFW became the first veterans' organization to nationally sell poppies. Two years later their "Buddy Poppy" program was selling artificial poppies made by disabled veterans. In 1948 the US Post Office honored Ms Michael for her role in founding the National Poppy movement by issuing a red 3 cent postage stamp  with her likeness on it. When you see Old Glory pass by, remember what she represents.  Stand at attention and render a salute if in uniform, or hat or hand over your heart otherwise.  I know its now lawful for veterans to render a hand salute even when not in uniform, but my humble opinion is that others who are not veterans will emulate it, not knowing the difference, and the military salute will be diluted into meaninglessness.  Its just me, but when I'm in civvies, I render the civilian salute.

Stand up at the playing of Taps.

Learn the words of the National Anthem, stand at attention, salute, and sing out when it is being played.

Take a walk through a local cemetery and look at the headstones of veterans, their names, service, and ages.  You may even find some that are marked MIA (missing in action).

Be thankful, as our Founding Fathers so often expressed, for God's providence in making, and keeping, us a nation.  George Washington was one, among many others who shared his sentiments: "Whereas it is the duty of all nations to acknowledge the providence of Almighty God, to obey his will, to be grateful for his benefits, and humbly implore His protection and favor."

Be proud of who you are and of what you do in CAP!

Spring PAWG Chaplain's Newsletter

Dear Chaplains and CDIs,

Please find attached the Student Invitation, Registration Form and the planned Curriculum for the 2012 NER CCSC.  Chaplain Van Don Williams is the school director and Chaplain Adma Ross is the registrar.  The documents are archived, so you will need to expand them by right clicking on them and selecting the Expand command.

The registration deadline is 30 April so immediate action is needed.

The dates this year are 14-18 May. The location is the same as last year, the Niagara Falls Air Reserve Station.  http://www.niagara.afrc.af.mil/

I want to encourage everyone who can attend to do so.  You'll not regret making the commitment!

Remember, attending either one regular Region Staff College, or two Chaplain Corps Region Staff Colleges is necessary to completing professional development Level V, the Command and Staff level.

Happy Holidays & Very Important Reporting Reminder from the Wing Chaplain - Please Reply ASAP

Dear Chaplains and CDIs,

The year is drawing to a close and there are many things for which to be thankful, not the lease of which is the opportunity to render service in the CAP. The chaplain corps, which includes Character Development Instructors as well as Chaplains, is an important part of what keeps CAP healthy and active. For each of you who have given unselfishly of you time, talent, and resources in serving your units and communities, a hearty "Thank you!"

Please do not forget to complete and submit your CAP Form 34 statistical reports by the end of the month. Chaplains and CDIs are required by CAPR 265-1 to submit the reports semi-annually to their unit commanders and to the Wing Chaplain. These reports are critical to assessing the activity of the chaplain corps, to reinforcing strengths, and building up weaknesses. Your input is needed!

Copies of CAPF 34 are attached in PDF & .XLS (MS spreadsheet) formats for your convenience. You may email the completed forms to me, or mail them to PO Box 156, Summerville, PA 15684.

For your information, I have copied a message from Tracy Harris, NHQ, at the bottom of this message. CAPF 34s can now be completed online, but, at least for this reporting period, or until all the bugs are identified and fixed in the online system, reports still need to be submitted directly to unit commanders and to the Wing Chaplain.  The only "write up" the chaplain corps has in the inspection last August, conducted by Region staff, was that not all chaplains and CDIs fulfilled their commitment to semi-annual reporting.  If we can correct that problem, the chaplain corps should fare well in the upcoming major inspection due in May 2012.

It has been brought to my attention that only a few people received my last update, dated November 15. I am still not sure what went wrong, but it was undoubtedly "operator error", meaning it was probably me that messed up with sending the mass email.  part of my address book has been corrupted, but, hopefully, I have it corrected.  I have broken down the mailing list into several smaller lists in the hope that it will rectify the problem. Please respond to this email as soon as possible and let me know that you have received it.  I will hold the Newsletter for a couple of days until I hear back from a few of you.

National Headquarters is pleased to announce the release of our new online Chaplain Corps Reporting system. This new system was created to simplify the submittal of your CAPF 34 by allowing you to electronically enter information regarding your activity/participation as a CAP Chaplain or Character Development Instructor. The reporting database is easily accessible by signing in to eServices (www.capnhq.gov). Once you have successfully signed in to eServices, select "Chaplain Corps Reporting" to begin entering data pertaining to your activities. The home screen will be displayed providing you with the opportunity to immediately begin entering your data or view more detailed information about the online reporting system. Instructions may be viewed by selecting the "Instructions" link on the left side of the screen. These instructions are provided to help guide you through the process of entering data as well as generating reports. Since this online reporting system is new, each Chaplain and Character Development Instructor should submit their semi-annual report electronically through the new online system and also to your Wing Chaplain and Unit Commander via hard copy using the CAPF 34 (dated Oct 09). Once we are assured the system is functioning as needed, the dual submittal will no longer be required. Please be sure to keep a copy of your submittal for your records. There are two separate forms available in the new online reporting system. The Form 34 – HC is designed for Chaplains and the Form 34 – CDI is designed for Character Development Instructors. You will need to select the appropriate form prior to entry of your data. All semi-annual reports are due no later than 5 January and 5 July. Please remember, each Chaplain and Character Development Instructor is required to submit a complete semi-annual report even when he or she had been inactive during the reporting period. If you have questions or comments regarding the new online reporting system, please utilize the "Feedback" box provided on the home page. Thank you for your assistance as we progress with simplifying the reporting process.

Reminder: CAPF 34s are due by 30 Jun 11.

Dear Chaplains and CDIs,

Just a brief reminder that bi annual statistical reports (CAPF 34) are due by the last day of June.  I have to compile them and have them to the region chaplain by no later than 5 Jul.

Please complete forms as accurately as you can.  Chaplains and CDIs who have been inactive also need to submit a report.

Please be sure you are using the latest version of the form (Oct 09).  MS doc and PDF versions can be downloaded from the NHQ site (click here), or from the PA Wing Chaplain's Blog (click here) - scroll down the left column to the heading Chaplain/CDI Statistical Reports.

Pa Wing Chaplain Corps Update - 21 Apr 11

Hello Chaplains and CDIs.  Some of the information in this update is time sensitive.

(1) Registration for the NER Chaplain Corps Staff College scheduled for 23-27 May 11 has been extended to 30 Apr.  Registrations need to be in the hands of NER staff no later than 5 May.  Some of the training opportunities will include the new 221 series, becoming qualified as a mission chaplain, professional development, the upcoming compliance inspection and the chaplain corps continuity book.  Completion of two chaplain corps staff colleges within five years, or one regular region staff college is needed for completion of professional development level four.  Registration information can be downloaded from the Pa Wing Chaplain's Blog - scroll down the left column.
(2) Registration is now open for the NER Staff College scheduled for 9-16 Jul 11 is now open.  Visit the NER site for more information, or download a preregistration brochure here.
(3) IMPORTANT CISM INFORMATION: The CISM training that is being organized by Chaplain Walters will not be held as soon as he hoped.  The CISM instructor will not be available for a class in Pa. until later this year.  Chaplain Walters is working on a date for sometime in the last quarter of the year.  I will pass on more information as it becomes available to me.

NER Chaplain Region Staff College Information

Dear Chaplains and CDIs,

I just got off of the phone with NER HC Williams and he personally forwarded the documents for the NER Chaplain Region Staff College.  He stated that the cut off date for registration for the PA Wing has been extended to 22 Apr 11, due to the documentation getting to us late.  The forms were initially emailed to Ch. Walters, but due to his illness and inability to check email he evidently missed them.  I spoke to Ch. Walters today and found that he is still suffering significant health problems.  Please keep him in your prayers.

Please find the NER Chaplain Region Staff College documents attached in an archived file.  Ch. Williams stated that he believes this will be one of the best staff colleges ever in the NER, and that he hopes it will be well supported by the Pa. Wing.  I will also post the documents on the Pa. Wing Chaplain's blog.

Chaplain/CDI Statistical Reports Received to Date

Dear Chaplains and CDIs,

THANK YOU, to each of you who has submitted a Statistical Report for the last half of 2010!  To date, we are running a little less than a 50% submission rate.

Wouldn't it be great if we could hit 90%, or even better, 100%?

Please check the list below for your last name and first initial.  If your name does not appear, and you submitted as CAPF 34, please let me know how and when you sent it.  Send another copy if you can.  At this late date, its best to scan and email a copy or fax it to 8147231634.  The fax is a little "shakey" so if you don't get a confirmation, call or send an email and let me know.

If you have not yet submitted your report, please do so as soon as you possibly can.  I have been in contact with Ch. Walters and am aware that a few reports were sent to him, but other than his report, I do not know whose they are.  He is forwarding them to me and I hope to receive them soon.

The date your report was received follows your name.

Email problems Ch Matheny

Please use chaplain.pawg@gmail.com to contact me via email for the time being.

The email address I just opened a couple of months ago (w3ecj.rfm@gmail.com) has been shut down by Google for some reason they haven't explained to me.  It worked fine on Christmas day when I checked it, but when I tried to log in on Monday it returned a message that Google had detected unusual activity of some kind, although they have not specified exactly what it was.  I'm trying to get the account restored, but in the event I'm unsuccessful I'll probably move all of my email business from Google to another more reliable provider.  I'll let you know if that occurs.  If you have any recommendations, please let me know.  In the interim, please contact me at the chaplain.pawg@gmail.com address.

Re. the Chaplain/CDI statistical reports, I'll send a list of the ones I have received via USPS, fax and email late tonight or in the morning.

Final Reminder: CAPF 34s Due NLT 31 Dec

Dear Chaplains and CDIs,

As I wrote in a previous message, Ch. Walters has requested that I compile the report to the Wing Commander and to the North East Region Chaplain on Pennsylvania Wing Chaplain and CDI Statistical Reports.  I am sure that everyone knows that this semi annual reporting is mandatory for all active Chaplains and CDIs.  To date I have received very few reports, so I wanted to take the opportunity to remind you that would like to have all reports in hand by no later than 31 Dec.  I will compile and submit the reports that I have received right after that, along with a list of those who have not submitted a report.  The regulation establishing the requirement is CAPR 265-1, Section B, Para. 8.  Thank you, to everyone who has already submitted their reports!

I know it is a busy time of year for most of us, and I thoroughly sympathize - I can hardly find time to pay attention.  But, it shouldn't take more than 15 or 20 minutes for most of us to complete the form so it is not a great burden on available time.  If you have questions, please don't hesitate to ask.  I will be glad to do anything I can to help, or point you to someone else who can.

I've attached PDF and MS Excel copies for your convenience.  Alternately, forms may be downloaded from the Wing Chaplain's Blog, or from NHQ.

If you complete the form electronically, you can email it to chaplain.pawg@gmail.com.  Paper forms may be mailed to PO Box 911, Warren, PA 16365-0911.  Please don't forget to submit a copy to your immediate commander and keep a copy for your personal record.
